Handbook on citizen participation methods for Georgian municipalities

A guide to help civil servants at the local level in Georgia implement innovative mechanisms and effectively manage participatory processes.

The manual is designed for public officials interested in implementing the principles of participatory democracy at the local level and involving the public in the decision-making process. The manual consists of three chapters: theory, practice and participation mechanisms.

The theoretical part focuses on the benefits of the participatory approach and the legislative framework of Georgia. The practical part concentrates on the main phases of the participatory process: planning, implementation, and monitoring, evaluation, and learning. The last chapter is based on a review of international practice and discusses participatory mechanisms that are less widespread in Georgia, including citizens' juries and panels and civic labs.
