Participatory budgeting International experience and implementation practice research in Georgia

A report detailing the history and functioning of participatory budgeting and its implementation in Georgia.

The research includes a wide study of the history and origins of participatory budgeting (PB). It presents PB as an innovative model of good governance, which promotes inclusive democracy, helps modernize the public sector, increases the accountability of the executive branch of government to the public, and provides an effective process of democratic dialogue and decision-making between the government and the population.

After reviewing the basics of PB, the report analyzes the implementation of PB processes in Georgia, since it was introduced in the country in 2015 in the Marneuli municipality. The research goes deeper into the functioning of PB and how it should be adapted to the governance and legal context of Georgia, proposing different models and highlighting key differential elements.
