Integrating deliberation into governance

An academic article using "robust governance" as a framework for assessing the design of integrating deliberative mini-publics into complex political structures, drawing on learnings from six national climate assemblies.

While internal process design of climate assemblies has been scrutinized for its legitimacy and capacity to improve climate governance, the article argues that their integration into political and policy institutions is underexplored. To address this gap, the article constructs a framework for understanding their integrative design using polity, policy, and political robustness to assess six national-level climate assemblies. The findings reveal a variety of integrative designs, challenging the view of assemblies as a standardized process with predictable effects, and refining the theories of integration and impact.
