How to run a deliberative mini-public in a hybrid regime

A handbook for the design and implementation of deliberative mini-publics in European hybrid regimes, including Serbia, Albania, Bosnia & Herzegovina, North Macedonia and Montenegro.

This handbook, developed based on the research findings gathered in the framework of the Jean Monnet network “Active citizenship: promoting and advancing innovative democratic practices in the Western Balkans,” led by the Institute for Philosophy and social theory (University of Belgrade), explores effective strategies for cultivating participatory democracy in challenging contexts. Building upon insights from two deliberative mini-publics designed to foster constructive dialogue amid diverse perspectives and social movements, this handbook offers practical guidance for each step in the process of designing deliberative mini-publics, from the choice and framing of the topic, to selection of participants and deliberative discussions in less-than-democratic settings.
