Timothy is the founder and Executive Director at Open Governance Institute (OGI), Kenya – a nonprofit that seeks to advance the delivery of public services through budget research, advocacy, and innovation. Timothy has over five years of experience in the field of Public Finance Management (PFM) and governance, with a keen interest in advancing efforts by practitioners of good governance to adapt to the dynamism in the civic space and governance practices. In his efforts, Timothy has overseen tests and experiments of innovative participatory approaches including application of segmented participatory budgeting (PB), Public Deliberation (PD), simplification of public budgets and policies among others. As an enthusiast of open governance, Timothy sees the Open Government Partnership (OGP) process as an opportunity and platform to advance values and principles of open governance such as civic engagement, transparency, and accountability. Since 2016 when Timothy endorsed Elgeyo Marakwet County pioneering participation in the OGP Sub-National, Local program and subsequently facilitated the co-creation of the County’s second (non-pilot) Action Plan 2018-2020. Timothy is a member of the OGP Practice Group on Open Dialogue and Deliberation.
