This report describes the Local Initiative Support Program (PPMI), the leading Russian initiative budgeting practiced.

The program is aimed at encouraging citizens to get involved in local self-government and solve problems at the local level through joint efforts of the population, business, and government. In 2014, with the support of the World Bank, the PPMI started in seven pilot municipal districts of the Republic of Bashkortostan. By 2016 the program had already covered all municipalities in the region, and the republic has become a leader in Russia in the field of initiative budgeting.
