Participatory Budgeting: Dissemination guide

A guide that provides a set of recommendations for PB implementation by local governments in Portugal.

At the end of 2015, the country had the highest percentage of municipalities worldwide developing participatory budgeting: 28%. With more and more initiatives underway, there is replicability between municipalities, taking into account their geographical proximity or the greater national prominence raised by some. However, each PB must be designed within the concrete reality in which it is practiced, in order to avoid the reproduction of errors and to provide practices that effectively have positive impacts at the level of the territory, policies and populations.

This guide does not aim to provide a prescription for the implementation of Participatory Budgeting, but only a set of guidelines and recommendations, as well as alerts for Participatory Budgeting — aspects that should be considered from the moment of conception of the project to its launch and effective implementation.
