Final evaluation of participatory budgeting in the City of Helsinki

Evaluation report of the OmaStadi participatory budgeting process developed in Helsinki from 2018 to 2020, including the procedure, variables and criteria used for evaluating PB.

The report analyzes voting and participant statistics, as well as feedback surveys. It also includes participant observation in the project's events and interviews with political decision-makers, association and organization actors, and city experts who followed the project.

The evaluation method is called the Co-Creation Radar, which reflects the characteristics of a pluralistic society through 12 criteria.

The resource is useful for Finnish municipalities as a reference evaluation process for PB.
