From governance reform to democratic reform?
/An academic article discussing democratic models and reforms in China, drawing on the participatory budgeting reforms in Wenling as a case study.
Many new models of public governance have emerged in recent years in China. One case that has received attention is the participatory budget reform program in Wenling, Zhejiang. This paper examines this case study to consider the following questions: How is any reform with democratic implications possible under current circumstances in China? What are the conditions that contribute to such reform, and how do they come about?
