The Citizens' Assembly of Rijeka was an informal body whose work involved 33 randomly selected citizens of different ages, genders, and places of residence, who represented Rijeka "in miniature." It was established at the proposal of the mayor in order to answer the question: "How can the City of Rijeka improve the system of local self-government and increase the participation of citizens in the development of the local community?"
