Local Planning and PB: Medellín, Colombia

An example ordinance that creates and institutionalizes participatory planning and participatory budgeting in the City of Medellin, Colombia.

This publication institutionalizes one of the most significant experiences of the Municipal Administration: the collective construction of a public policy such as the "Articulation between Local Planning (communes and townships) and Participatory Budgeting”. The deliberation of the draft agreement 283 of 2006 allowed the activation of the spaces of the Communal and Corregime Councils, as well as the possibility of listening to other voices in various participatory settings, which demonstrated the participatory potential and the decision-making character of the communities, which was materialized in Agreement 043 of 2007.

This Agreement creates and establishes the rules for the operation of the Planning System; likewise, it establishes the norms for the elaboration, approval, execution, monitoring, evaluation and control of the plans.
