The ratings provide an expert evaluation of the world’s leading digital participation tools in one convenient place. They’re designed to help democracy practitioners, from government reformers to civil society organizations, find the best tool for their context.
First launched in 2021, the ratings are now in their third version, with new platforms, an improved methodology, and a new way to browse them on Airtable. We developed this resource with the help of a global committee of six independent participation technology experts and input from hundreds of users and platform developers.
Based on our findings, we also provide feedback to the developers so that they can improve their platforms and make them accessible, inclusive, and secure.
Which platforms scored the highest in 2024?
We have compared 30 different tools and are rated across six criteria. Here are the platforms with the highest scores across the different criteria:

What to do:
1. Use the Ratings to find the best participation tools for you.
2. Apply for the Rising Stars Mentorship by March 27 to have expert guidance on digital participation and other participatory processes.
3. Take the free Digital Participation Online Training, which provides self-paced learning to run your own digital participation program. It includes guidance on using the ratings to select your platform and even walks you through the design and implementation stage of your program.
